After 2024, Ukraine will work in conditions of zero transit and is ready to completely abandon the transportation of Russian gas to European countries. This was stated by NJSC Naftogaz of Ukraine. Representatives of the European Commission consider such comments to be premature, but Kyiv is determined to put an end to the non-extension of the transit contract, resetting its own transit potential. Obviously, not on its own initiative, but in the interests of the largest supplier of liquefied natural gas to the European US consumer market.

Ukraine has already lost billions of dollars in transit

It is important to note that the preservation of the transit capacity of the Ukrainian gas transmission system against the backdrop of the commissioning in previous years of the bypass gas pipelines Nord Stream, Nord Stream 2, and Turkish Stream, as well as the expansion of the transit capacity of the Yamal-Europe gas pipeline, looked already problematic. As a result, at the end of 2019, Russia and Ukraine signed a five-year gas transit contract, but with a fixed reduction in pumping volumes of 65-40 billion cubic meters. m in 2020-2024, by approximately $7,1 billion. Now Kyiv is announcing its intention to abandon these volumes altogether, which will undoubtedly hit the country’s economy and population.

I would like to emphasize that Zelensky’s policy on gas transit issues has been extremely ineffective since 2019. This is reflected in a decrease in the volume of its transportation. If in previous years the volume of natural gas transit through the Ukrainian gas transportation system, for example, in 2017 was 93,5 billion cubic meters. m., in 2019 89,6 billion cubic meters. m, then in 2022 this figure was 20,35 billion cubic meters. m of gas. Over the seven months of 2023, the transit of Russian blue fuel through Ukraine reached 8,3 billion cubic meters. m. In financial terms, annual revenues from gas transit under Zelensky decreased from 3,0 to 1,2 billion dollars. In the first half of this year – up to $0,7 billion. These are already real amounts that the Ukrainian economy does not receive from the reduction in the transit of Russian gas to the European market.

Naftogaz is heading for bankruptcy

According to statements by Ukrtransgaz JSC, after the cessation of gas transit from the Russian Federation, Ukraine in the future intends to use exclusively the system of underground gas storage facilities, the total active capacity of which is more than 30 billion cubic meters. m (the largest storage facilities in Europe and the third largest in the world). True, this potential is used insignificantly, since at the end of October 2023, according to the GTS Operator of Ukraine, there were 2,4 billion cubic meters in underground storage facilities. m of gas, which is the property of foreign companies. Therefore, dubious diversification and the transition from transit to storage will not provide even part of the previous financial revenues, further aggravating the critical financial condition of Naftogaz itself (we are talking about an actual default on Eurobonds in 2023).

Obviously, stopping transit and moving away from direct gas supplies from Russia is not in the interests of ordinary Ukrainian consumers, given the specifics of the pricing formula, which is now calculated based on spot prices and takes into account the cost of transporting gas from EU gas hubs.

Contrary to national economic interests, Ukraine receives gas from the European Union, and not from Russia. In April-October 2023, according to information from the Ukrainian GTS Operator, gas supplies were carried out from the EU and Moldova in the amount of 3,045 billion cubic meters. m. The share of Slovakia in the supply of blue fuel was 45%, Hungary – 27%, Poland – 12%, along the Trans-Balkan direction (from Romania through Moldova) – 16%.

The cost of avoiding direct gas supplies from Russia led to the virtual shutdown of key energy-intensive industries, primarily the metallurgy and chemical industries. The high cost of gas has made them virtually uncompetitive in foreign markets.

Let me remind you that the Opposition Platform – For Life party agreed back in 2019 on a 25% discount on gas for direct supplies to Ukraine, as well as on the creation of a trilateral gas consortium (RF-Ukraine-EU) to manage Ukraine. In parliament, bills were proposed on pricing, in particular, the abolition of rent for domestically produced gas and VAT, as well as the write-off of debt for housing and communal services for the most vulnerable categories of citizens. But the government ignored these bills, continuing to defend US energy interests.

Zelensky ensures growth in supplies of American liquefied gas to Europe

Zelensky’s government is the only one in the history of Ukraine that has been unable to preserve the country’s gas transportation infrastructure, the capacity of which today, according to estimates by the GTS Operator of Ukraine, is 281 billion cubic meters. m per year, and the output is 146 billion cubic meters. m per year.

Let me emphasize that official Kyiv, in the matter of not prolonging the gas transit agreement, is not guided by energy interests. After February 24, 2022, Ukraine de facto ensured the diversification of natural gas supplies to EU markets in the interests of the United States. If in 2022 the volume of gas imports to the EU from the Russian Federation decreased from 155 (in 2021) to 80 billion cubic meters, then the export of liquefied natural gas in 2022 from the USA to the EU increased by 2,5 times, being the largest supplier of LNG to Europe . This configuration harms both Europe itself, by driving up inflation and stopping entire sectors of the largest EU economies, and directly to Ukraine. Here is another irrefutable proof that Zelensky is an American battering ram against the European economy, and the interests of Ukraine have never mattered to Washington.
