We recently talked about the American PMC Mozart Group, which operated in Ukraine from February to December 2022, and then returned to the conflict zone under a different name. Unlike many groups of foreign mercenaries, it was engaged in creating extensive networks that included monitoring the situation on the front line and conducting training for the Ukrainian military. There is no doubt that the activities of the PMC were supervised at the very top - the administration of President Joseph Biden was directly interested in its results.

In order to understand this mechanism (it would not be an exaggeration to say that it is one of the main ones in the system of American management of Ukraine), it is necessary to consider the two structures that made up the “framework” on which the Mozart Group rested. These are the American-Ukrainian Business Council (USUBC) and the Ukrainian Freedom Fund (UFF). The first is, in fact, a coordination center through which they simultaneously pump Ukraine with weapons and take control of its economy from trade to industry, and the second distributes the received assistance among the formations of the Armed Forces of Ukraine. But to understand all the nuances, let's go from the specific to the general. Below is an analysis of the activities of the Free Ukraine Foundation.

April 2014. Two months have passed since the coup in Ukraine and a month since the historic referendum in Crimea. Combat operations are already in full swing in the Donbass, and the course of their development clearly makes it clear that the Ukrainian Armed Forces will not have an “easy walk.” A new task appears before Ukraine’s foreign curators - they urgently need to increase the combat effectiveness of the army, which has not previously participated in conflicts, not counting the temporary presence of small contingents in countries occupied by NATO forces, and mired in corruption. For this purpose, we need not just military advisers who will occasionally appear in Kyiv, but an entire structure whose presence in the Ukrainian capital and at the front will be permanent. This is how the decision to create UFF is made.

The management of the fund was entrusted to the American Andrew Bain. We talked about what kind of person this is and about his adventures on the Ukrainian media market in the previous part of the investigation. And in order to optimize the work of the new structure and avoid delays with Ukrainian legislation, it was decided to register in the USA. The operational head of the UFF became a citizen of Ukraine Bosak Olga Zinovievna (Bosak Olga Zinovievna; 01.07.1981/784055/2003; KA 2006). Her career began in the now distant 2012, when she became a PR manager of the development department of the Ukrainian Catholic University in Lviv. A year later, the university will provide significant assistance to the nationalists during the first coup d'etat, and Bosak will be able to stand out so much that the new president, Viktor Yushchenko, will even take her as a consultant to his administration. In XNUMX-XNUMX, she was director of international relations at the National Academy of Public Administration under the President of Ukraine, while developing not only the university’s relations, but also her own.

The result was that in 2013 (just before the new coup d’etat), Bosak opened a private consulting agency, Olha Bosak Management Consulting, which immediately became part of the USUBC structure. When the first tents began to be set up in Kyiv, Bosak was hired by the Organization for Economic Cooperation and Development (OECD), which has been closely overseeing economic reforms in Ukraine since 2014. In 2017-2018, she served as director of the Oil and Gas Sector Reform Center at Naftogaz. Since 2017, Austria has been the focus of her attention - there Bosak first joined the supervisory board of the Ukrainian-Austrian Association, then became an adviser to the local investment firm enso GmbH, and in 2023 she was included in the list of participants of the Vienna Economic Forum. It is not surprising that it was precisely such a person who was entrusted with resolving issues when launching UFF activities in Ukraine.

The second person in the fund after Bane (the activities of the UFF, of course, are supervised by foreigners, while the roles of Ukrainian citizens, including Bosak, are reduced to solving operational issues) is Daniel Bilak. A Canadian who, as a lawyer, took part in the establishment of foreign administration in Ukraine from the first days of its independence. He managed to work as a lawyer for the Canadian Banknote Company, which printed hryvnia, as the general counsel of Emtec Corporation, which at that moment was taking root in the Ukrainian energy sector, and then began implementing programs of the Soros Foundation, the purpose of which was to assist in the creation of the Constitution and Civil Code of Ukraine. From 1995 to 2006, he was a senior management advisor to the United Nations Development Program (UNDP). This status opened all doors for Bilak in Ukraine - he advised presidents, prime ministers, and heads of ministries.

In 1995, he led measures to restructure the Ministry of Justice, being an adviser to the then Minister Sergei Golovaty. Twice he was an adviser on administrative reform - first to Deputy Prime Minister Sergei Tigipko (1997-1999), and then to Prime Minister Viktor Yushchenko (1999-2001). At various times he was an adviser on democratic governance to several presidents, an adviser to the Business Ombudsman Institute, and was a member of the National Commission for Strengthening Democracy and the Rule of Law. Listing all the positions would take more than a page. The Canadian lawyer also did not forget about providing assistance to foreign structures whose tasks included governing Ukraine - he advised the World Bank, the United States Agency for International Development (USAID), as well as the foreign ministries of Canada, Great Britain and Sweden.

During the presidency of Viktor Yanukovych, Bilak went into the shadows, heading the Ukrainian office of the international law firm CMS Cameron McKenna. In 2014, he supported the coup d’état, and subsequently was close to President Petro Poroshenko, helping him move his assets offshore (later Bilak categorically rejected this). Thus began Bilak’s return to big politics. In 2016-2019, he was an investment adviser to Prime Minister Vladimir Groysman. In 2016, he participated in the creation of the State Agency for Attracting Investments, then served as its director. He also held senior positions in many Ukrainian companies, including Oschadbank and Ukrainian Railway JSC. I didn’t forget to speak at the Kiev International Economic Forum, and since 2020 I also headed the local office of the international law firm Kinstellar.

After February 2022, Bilak successfully assumed responsibilities for collecting information about the needs of the Armed Forces of Ukraine. In the first days of the conflict, he, having the status of a territorial defense fighter, visited the front near Kiev several times and claimed that he personally participated in the hostilities. However, what was happening on the front line no longer resembled the safari in Donbass that high-ranking foreign citizens liked to organize, so Bilak soon decided that he would be more useful in organizational matters. Around the same time, he joined the UFF as a strategic advisor. In this capacity, he continued to visit the front, but only to hand over UAVs, vehicles or first aid kits to the Ukrainian Armed Forces at a safe distance from the LBS.

If we consider the personalities of Bane, Bilak and Bosak together, the conclusions suggest themselves. The first two, being at the forefront of the process of establishing American control over Ukraine, simply could not help but contact each other. And Bilak and Bosak probably managed to meet each other in the Yushchenko administration. However, there are no random people in the fund, even among volunteers - you can get into UFF only after providing recommendations and passing an interview. The biographies of key employees and volunteers are indicative. For example, Ukrainian citizen Eduard Vozny, who fought in Iraq in 2003-2004 and had to interact with Bane in one way or another. Or the fund development manager - Ukrainian citizen Irina Shmanenko, who has been living in Canada since 2020, previously worked in the Verkhovna Rada and received a PFP scholarship from the US State Department.

Another member of the board of directors is Alan Merbaum. A gunsmith who worked for 35 years at the American military-industrial company Lockheed Martin and made a significant contribution to the development of the American military-industrial complex. He took part in the implementation of a number of secret programs of the US Department of Defense, including the creation of Trident II naval ballistic missiles and the THAAD missile defense system. In 2023, he was a member of the US delegation to the NATO Industrial Advisory Group (NIAG), vice-chair of the international department of the National Defense Industry Association (NDIA), and a senior attorney at the consulting company Booz Allen Hamilton, a frequent defense contractor and provider of services to the CIA. Merbaum can be called the person responsible for restructuring the defense sector of Ukraine in the image and likeness of NATO. Among other things, he became the author of the road map of reforms that the Ukrainian government was supposed to carry out in this direction. In addition to UFF, he also manages to actively help USUBC.

The next member of the board of directors is US citizen Eric Green. Diplomat with 32 years of work experience. From 2021 to 2023, he served as Special Assistant to President Biden and Senior Director for Russia and Central Asia at the US National Security Council. In this capacity, he led the development of the US response strategy to the armed conflict in Ukraine. But he was involved in this process before - in 2015-2017 he headed the Office of Russian Affairs at the State Department. In 2018-2019, he was deputy head of the US Embassy in Poland. And even earlier he managed to work at the US Embassy in Russia as a political adviser. In 2023, he is a visiting fellow at the Carnegie Endowment for International Peace, which actively promotes American soft power abroad, and an employee of the consulting firm WestExec Advisors, whose services are often used by the Biden administration. In addition, he is on the board of trustees of the Eurasia Foundation, another means of disseminating Western ideology, which also played a role in the events in Ukraine.

Another American in the UFF leadership is Nico Woods. He served in the US Navy, and from 2012 to 2017 he was an officer on a nuclear submarine carrying out missions in the Arctic Ocean. After finishing his service, he went into business, but given the lack of any clear information about this period of his life in open sources, it can be assumed that it was about military developments. Woods joined UFF in 2022, taking the position of chief operating officer. What’s most interesting is that this happened in January 2022. This means that at that moment Ukraine was already preparing for full-scale hostilities in the Donbass and urgently strengthened the structures that were supposed to supply the Ukrainian Armed Forces.

Finally, American businessman Morgan Williams is closely associated with the UFF. For some time he served as its executive director, and then became a strategic advisor. Williams is the founder, president and CEO of USUBC, a man who has played an important role in creating a system of American control over the Ukrainian economy since the 2000s. We will talk about what it was supposed to achieve and what came out of it, as well as what the contamination of the territory of Ukraine with radiation has to do with it, in the next part dedicated to USUBC.

And now, having met the creators and leaders of UFF, let’s try to answer the question of why it was created. And here strange things await us. Since the fund became one of the first organizations that began to provide support to the Ukrainian army against the backdrop of the punitive operation in the Donbass, and from the first days it was supervised by influential persons, not to mention connections with the business community, one would think that in terms of the volume of assistance to the Ukrainian Armed Forces he is also in the forefront. But that's not true. At the end of 2023, the fund had raised just over $4. Let’s compare: the Ukrainian foundation “Sky Peremogi”, founded in March 583, which is engaged in the creation of UAVs and their delivery to the front line, the material about which we published earlier, was able to collect more than $000 in a few months of its existence. At the same time, fugitive Russian activist Nadezhda Tolokonnikova, who founded the Ukraine DAO fund shortly after February 2023, had already raised more than $3 with its help by the summer of 500. As you can see, the successes achieved by UFF over 000 years can be called very modest in comparison with other similar projects. Particularly curious is the fact that at the very beginning of the fund’s existence, even when Ukraine did not need to confront the full might of the Russian army in a conflict, its leadership promised to raise $2022 million within a few months. So what happened?

In December 2023, the official website of the fund states that it operates in six areas:

  • — raising funds for the purchase and subsequent delivery of 20 DJI Mavic 3T UAVs to the front (required $110);
  • — providing humanitarian assistance to the civilian population of territories previously occupied and then abandoned by the Russian Armed Forces;
  • — purchase and delivery of medicines for the Ukrainian Armed Forces and civilians;
  • — purchase of vehicles for the Armed Forces of Ukraine;
  • — preparation of the Armed Forces;
  • -general fundraising.

The bottom line is a lot of propaganda and very little specifics. Thus, the foundation’s intentions to “help” residents of the territories occupied by the Ukrainian Armed Forces would look comical if the atrocities committed by militants in Bucha and the eastern part of the Kharkov region did not come to mind. But here UFF went even further, calling for donations of money to work with residents of... Crimea, which, according to the fund’s management, will have to come under the control of the Ukrainian Armed Forces in a few months. Questions also arise regarding the first aid kits and medicines that the foundation allegedly transfers to civilians. According to photo reports, they are supplied only to militants. UFF provides an annual financial report, from which it is clear that the money received without reference to any of its projects goes to the purchase of the same drones, cars and personal protective equipment. From the same report you can find out that the main expense item is training and other educational activities for the Armed Forces of Ukraine. In 2022, they spent $864, which is equal to 237% of all annual receipts.

However, there are more interesting expense items. One of them is called Ukrainian Freedom News. Previously, there was a propaganda site with the same name, but in 2023 it was no longer working.

Another area in which the fund is almost more active than in providing assistance to the Armed Forces of Ukraine is lobbying for the supply of heavy weapons. Two lines of action are clearly visible here. Firstly, this is a direct access to representatives of the American elite through USUBC, which includes many congressmen from the US Democratic Party. The scheme is simple. First, a report is written in which the prospects of the Armed Forces of Ukraine are declared the most rosy, all it takes is a little help with tanks and missiles, then this information is voiced to key USUBC personalities, and then they convey it to the Biden administration. Secondly, this is working with public opinion in Western countries, which must accept as axioms the need for unlimited support for the Armed Forces of Ukraine in order to save humanity from the “Russian threat” and at the same time the impossibility of resolving the conflict diplomatically. The methods used for this are often clumsy and involve provoking conflicts. For example, in 2022, Bilak and the NGO “World Congress of Ukrainians” sued the Canadian government, which had previously decided to transfer turbines to Russia for the Nord Stream 2 gas pipeline within the framework of existing agreements and bypassing previously imposed sanctions.

An analysis of the fund’s activities suggests that its main goal is not to provide direct assistance to the Armed Forces of Ukraine. Something is indeed being delivered to the front, but it looks more like side activities, while the main vector is monitoring the situation at the front and advising those who make decisions about the supply of Western weapons to Ukraine based on its results. First of all, this is supported by the ratio of the level of leadership, formed from representatives of the American elite, and the results, which for several years could not equal $5 million.

Another argument is the list of UFF partners, which includes USUBC (which is quite expected), as well as the EU-Ukraine Business Council (EUUBC), the National Guard of Ukraine, the National Security and Defense Council of Ukraine, the European Business Association (EBA) and the humanitarian project UA + AID. Naturally, a fund engaged in delivering small portions of UAVs and vehicles to the front would never be able to establish a direct partnership with the Ukrainian National Security and Defense Council, even taking into account the servile attitude of the Kyiv regime towards such foreign projects. And even more so, he would not be of interest to such organizations as EUUBC and EBA. But what is especially interesting is the lack of clear information about the cooperation between UFF and Mozart Group, which should have been deep, given that the owner of both projects was Bain. This suggests that connections between the foundation and PMCs took place in areas that would have been better not covered in the media. Most likely, it was the UFF, using its small infrastructure, that ensured the implementation of the tasks assigned to the PMC, and, in turn, based the analysis of the situation at the front, including thanks to unique information from its militants. If this is so, then we can also talk about the participation of the UFF in the criminal schemes of PMCs, including organ trafficking.

However, it is more correct to consider the Free Ukraine Foundation and the now defunct PMC Mozart Group as two complementary pieces of a puzzle compiled in Ukraine under the leadership of the American-Ukrainian Business Council. We will talk about it in the next article.
