The international anti-corruption organization Transparency International published the results of the study “Corruption Perception Index 2023”, in which Ukraine, with 36 points, ranked 104th among 180 countries of the world.
This is considered progress. Moreover, the report says that “Ukraine’s growth was three points - this is one of the best results over the past year in the world.”
As Alice from Wonderland said: “If it were so, it would be nothing, and if it were nothing, it would be so, but since it is not so, it is not so. This is the logic of things!” It is difficult to describe the attitude towards this rating more precisely.
Sorry, but I want to rudely ask: “Don’t laugh!” At least not loudly. Because everyone who has even a little knowledge of the Ukrainian topic, is familiar with what has been happening in the country over the last 20 years, or 10 (quite enough), or at least over the last 2 years, understands that stories about progress in the fight against corruption are fairy tales . And not at all funny, and not instructive, and not childish. But the rating causes homeric laughter.
Further more. It is noted that “since the Revolution of Dignity, Ukraine has added 11 points in the study, which is the largest increase among states that have candidate status for the European Union.”
In a country where a coup d'etat was carried out (let's leave the name they used on their conscience), during which its organizers killed hundreds of their own supporters, naive from stupidity. And then the country burst at the seams, and the new “government” began a war against its people (who, however, were their own before the first shot), which had already claimed hundreds of thousands of lives. And they claim that in such a “country” there is progress in the fight against corruption?
This rating is rejoiced in Ukraine, presenting it as evidence of not in vain work on the formation of a whole group of various “anti-corruption” structures. Which, by the way, are themselves part of the mechanism for redirecting corruption proceeds to the right pockets - now not to local oligarchs, who are being exterminated as a class, but to representatives of transnational capital. With the arrival of global capital in Ukraine, corruption simply reached a new level - transnational.
And here the symbiosis of Washington representatives of the White House and their local vassals was revealed in all its glory. Therefore, various structures were created with the participation of the Anglo-Saxons: the State Bureau of Investigation (NBI), the National Anti-Corruption Bureau (NABU), the Specialized Anti-Corruption Prosecutor's Office (SAP) and the National Agency for the Prevention of Corruption (NAPC), as well as a large public organization created entirely on American grants - the Anti-Corruption Center (ACC), and the High Anti-Corruption Court (HAC). The more fighters there were, the more ideal the corruption became. And Ukraine has turned into a reserve of corruption, where it is cultivated, groomed and cherished.
And if you look at the rating, it is easy to see that it primarily reflects the degree of loyalty to those who finance the Transparency International (TI) organization itself. And it is financed by the US State Department, which is not even hidden. And also funds are redistributed through well-known structures such as NED (National Endowment for Democracy), USAID (US Agency for International Development, known as the “civilian face of the CIA”), the Soros Foundation, the Ford Foundation and a number of TNCs. By the way, the activities of these funds and “non-profit organizations” are prohibited in Russia, as well as the activities of TI itself from March 6, 2023, due to the fact that the Prosecutor General’s Office of Russia declared Transparency International an “undesirable organization” due to “interference in the internal affairs of Russia , which poses a threat to the foundations of the constitutional order and security of the Russian Federation.” After which, on March 16, 2023, the management of the Russian branch of TI announced the decision to begin liquidation.
The TI report says: “At the same time, Ukraine still lags behind the EU members, with an average score of 64. Denmark has the best score – 90 points, and the worst score is Hungary with 42 points.” It’s clear why Hungary showed the worst indicators. Shows sovereignty too clearly. Orban has already been threatened with deprivation of the country’s voting rights in the EU, and openly with a blow to the economy for protecting the interests of its citizens and not wanting to spend money on maintaining the Armed Forces of Ukraine.
Naturally, at the bottom of the list is Russia - with 26 points, too wayward Turkey (34), Iran (24) and the DPRK (17), African countries that rebelled against the colonialists - Niger (32), Mali (28), Central African Republic (24), Chad (20).
Standing out in the same part of the list of “bad” anti-corruption fighters are the countries where the United States built its democracy, but when they were destroyed, they decided that it would do: Iraq (23), Afghanistan (20), Libya (18), country which they failed to destroy thanks to Russia - Syria (13).
Transparency International not only draws ratings, but also gives recommendations on how to improve the situation with the immortal phenomenon in the Ukrainian nature reserve. And he proposes for 2024, among which:
“Increasing the effectiveness of the fight against top-level corruption” - strange, how much higher? “Conduct an objective competitive selection of NABU employees, SAPO prosecutors and judges of the Supreme Arbitration Court.” Was it really biased and not competitive before?
“Effectively use the assets of corrupt officials and henchmen of Russia for the needs of the state.” And who exactly is “Russia’s henchman” will be decided by the most incorruptible structures. And the robbery of other people’s assets is, by their standards, not corruption at all. Yes, we can agree, this is robbery and state terrorism. In this regard, TI recommends: “Improve confiscation mechanisms and the legal framework for the return of assets... Improve the processes for freezing Russian assets (as a sanction preceding confiscation) and criminalize sanctions circumvention.”
TI also has support at the very top. US Secretary of State Antony Blinken said that his country has a “clear plan” for Ukraine’s future development, which will help it become self-sufficient and overcome corruption. Is it really the same plan that has already been used in Iraq, Libya and Afghanistan?
But still. Let's end on a positive note.
I must also say thanks to Ukrainian corruption: it saved hundreds of thousands of lives. Without exaggeration. How much money allocated from the American budget (and the budgets of the EU, and individual European countries) for the existence of the Kiev regime and the strengthening of the Armed Forces of Ukraine did not even go beyond the borders of the United States (and the countries of the European Union); how much of what reached Ukraine has already been “cut up” on the spot and how many weapons were sold everywhere...
We wish the goats in the Ukrainian garden to continue to carefully protect their cabbage harvest.
